1. I need to hire a professional or licensed consultant / contractor (i.e. engineer, land surveyor, etc.). Can the Town refer me to someone?

Unfortunately, the Town cannot refer business to any consulting / contracting firm. The best way to find professional services is to look in the phone book or online. When speaking to a representative of a company, ask about past project experience within the Town of Southampton.

3. What is stormwater pollution?

Stormwater pollution comes from many sources. As rainwater and other runoff flows across the ground, lawns, pavement, and rooftops; they pick up harmful contaminants like fertilizers, pesticides, and dirt. When the rainwater hits our streets, the water mixes with waste oil, automotive fluids, and plant debris. Unlike the wastewater we put down our sinks and toilets, stormwater flows to our waterways untreated. This contaminates the water and can harm wildlife.

Stormwater pollution is now considered the most significant source of water pollution in our country. Past water pollution control efforts were directed at industrial sources and good progress has been made. Now, non-industrial activities impact water quality more than industrial operations.

In compliance with state and federal requirements, the Town of Southampton has developed a Stormwater Management Program committed to protecting our waterways by involving and educating our residents about stormwater pollution prevention, regulating stormwater runoff from construction sites, investigating non-stormwater discharges, and reducing non-stormwater run-off from municipal operations.

4. I have a street flooding issue. Whom should I contact?

5. What is a “Determination of Potential for Flooding” Form, and do I need to file one?

A “Determination of Potential for Flooding” is required for all new residential dwellings and commercial buildings, including structures that are demolished /destroyed before being subsequently rebuilt. They are not required for renovations or additions to structures that have obtained a valid Certificate of Occupancy (CO) or that have a valid pre-existing Certificate of Occupancy. This determination must be obtained prior to applying for a building permit. The Engineering Division processes the application; however, the inspection of the property and subsequent evaluation of its flooding potential are carried out by the staff of the Highway Department. Applicants must complete the form “Request for Inspection by Highway Department – Stormwater And Driveway Access Determination.

7. What is a Special Assessment District Covenant?

It is a covenant which the Road Review Committee and the Town Board require in connection with the request to build on a lot on a private road. When properly executed and signed, becomes a legal document which must be filed in the Suffolk County Clerk’s Office. This covenant runs with the land and in the event said parcel is petitioned to be entered into the Highway System by way of the Town Law 200 process, said parcel is automatically included in the road frontage. 8. I live on a private road. Where can I find information to bring my private road into the Town Highway System?

The process is typically initiated by residents living along the particular road. The Engineering Division manages the process for bringing private roads into the town highway system through Town Law 200 (TL200). This work includes performing an engineering inspection and estimating the cost necessary to bring an existing private road up to Town standards so that it can be accepted into the Town Highway System. Each TL200 is subject to a public hearing to approve the project and the expenditure. Once the funding is approved and bonded, the Engineering Division coordinates surveying, design and construction by public bid, or a combination of public bid and annual contracts. The funds are usually recovered from residents along the road, through a property tax increase over a period of years. View the Town Law 200 procedures.
